Fair Housing Legal Support Center & Clinic

Our Mission

The Fair Housing Legal Support Center & Clinic is dedicated to educating the public about fair housing law and providing legal assistance to private or public organizations that seek to eliminate discriminatory housing practices.

Established in 1992, UIC Law’s Fair Housing Legal Support Center is dedicated to providing up-to-date information on housing laws and enforcement, supporting advocates, and advancing the national conversation on civil rights and fair housing.

The Center plays a vital role in educating community leaders, policymakers, and practitioners by offering specialized training programs and hosting two to three national conferences each year. Recent events have explored topics such as the intersection of housing and the criminal legal system, the barriers faced by returning citizens, and the United States’ international obligations related to housing discrimination.

For over 30 years, the law school’s Fair Housing Clinic has been instrumental in educating the public about fair housing laws and working diligently to eliminate discriminatory housing practices.

The harm caused by housing discrimination is well established, and many of the problems that existed in 1968 are still with us, albeit in perhaps an altered form. The annual Fair Housing Conference brings together practitioners and scholars who work in fair housing to focus on solutions.

This year’s conference will take place September 4-5, 2025.

Established in 1993 by Professors F. Wills Caruso and Michael P. Seng, the Fair Housing Legal Clinic is one of the few law school clinics in the U.S. devoted exclusively to fair housing training and enforcement. The clinic enables degree candidates to gain practical legal experience and bolster his or her resume at the same time. In addition to learning the substance of fair housing law, the clinic offers an opportunity to participate in federal court litigation and sometimes in state and administrative proceedings.

Student attorneys have a unique opportunity to participate in community outreach service and, along with clinic faculty and staff, regularly make general fair housing presentations to individuals, groups, and agencies, representing all protected classes under the Fair Housing Act, of their rights under the law.

Fair Housing Legal Support Center & Clinic

The Fair Lending Home Preservation Law Project

Years before predatory home lending entered the national news, the Center raised awareness of the issue as an aspect of fair housing through its numerous conferences. The Center subsequently established the Predatory Home Lending Law Project in 2003.

The Project continues today through a grant from the U.S. Department of Housing and Urban Development as the Fair Lending Home Preservation Law Project with emphasis on students working to prevent persons from going into foreclosure or otherwise losing their homes.
